Jim Derouin negotiated more than 30 state environmental laws, including two of the country’s only groundwater protection laws, with every imaginable type of interest group.
Negotiated Wisconsin Groundwater Act
Represented two business trade associations in negotiating the first comprehensive state groundwater protection law in the country. This effort involved negotiations with representatives for over 100 environmental groups.
Negotiated Arizona Environmental Quality Act
Represented a public power and water utility company in negotiating the Arizona Environmental Quality Act, a nationally recognized groundwater protection law. This required negotiations with the State, the mining industry, the environmental community, the agriculture industry and the municipal water community. This legislation also created, for the first time, an independent environmental agency in the State.
Negotiated Mining Reform Legislation
Represented the business community in negotiating legislation that reduced the impact of mining taxes by fifty percent. Part of the “package” included the most comprehensive state mining reclamation law in the United States. Negotiations involved multiple environmental groups, local communities, state agencies and neighboring Native American communities.
Represented Large Arizona Municipality on Water Supply Issues
Negotiated legislation with state agency and public and private water users relating to use of groundwater originating outside municipal boundaries.
Represented Large Arizona Public Utility on Water Supply Issues
Negotiated various laws relating to water rights issues.
